Inter-State Pass (ISP)

Kenyan citizens and residents who have valid permits and passes can travel to Uganda and Rwanda. Upon request, they can obtain an Inter-State Pass (ISP) by providing valid identification documents.

The Inter-State Pass is a document issued at the border control when one is exiting a country. It contains sections for your full name, nationality, document number, and signature. Once you have filled it out correctly, it will be exit-stamped, indicating that you are allowed to leave the country as a traveler.

Kenya ISP application procedure

To apply for an ISP (Inter-State Pass ) in Kenya, you can conveniently submit your application online through the e-citizen portal.

To apply for a new inter-state pass, please follow these steps:

Step-1: Go to the Directorate of Immigration Services (New Applications ) tab.

Step-2: Scroll down to find the "Inter-State Pass Application" option.

Step-3: Click on the "Inter-State Pass Application" and proceed to fill out the application form. Please ensure that you provide all the required information accurately.

Step-4: Download and print your Inter-State Pass.

After successfully submitting your online application, it is necessary to present the printed and signed copy of the Inter-State Pass at the exiting border control together with your original ID and either a copy or the original birth certificate in the case of a minor.

To ensure compliance with regulations, it is important,

• The resident to possess valid permits and passes. 
• Valid identity documents.
• Original Birth Certificate incase of minors.

Issued for 1 single journey or valid for a 6 month period.

No Charge.The Inter-State pass is issued for free at the border when exiting.

Benefits

It allows Kenyan citizens and residents to travel between different borders entry points within Rwanda and Uganda without the need for multiple permits or permissions. This streamlines the process and saves both time and effort for travelers.

The ISP provides a level of travel flexibility that is highly beneficial. It allows Kenyan citizens to freely move between different regions within Rwanda and Uganda, whether it be for work, leisure, or personal reasons. This eliminates the need for additional paperwork or approvals when crossing country borders, making travel within the country much more convenient.

Limitations

One such limitation is that ISP may not be applicable for certain restricted areas or sensitive regions within the countries. In such cases, additional permits or clearances may still be required.

Additionally, while the ISP offers convenience and flexibility within Kenya, Rwanda and Uganda, it does not extend beyond its borders. Travelers planning to visit other countries will still need to obtain appropriate visas or permits as per international travel regulations.
