Guidelines for Applying to Visit Refugee Camps in Kenya

Refugee designated areas in Kenya are protected zones where refugees reside, under the protection of the Kenyan government.

All visitors to these areas must be vetted by the Department of Refugee Services (DRS) in Nairobi to receive permission to visit.

The Commissioner for Refugee Affairs issues visitor permits for entry into refugee camps and has the authority to approve or deny access to protect refugees and asylum seekers and ensure national security.

Anyone found visiting or conducting business in these areas without permission can be arrested and prosecuted.

To visit refugee camps in Kenya, certain categories of visitors are required to obtain a permit. These categories include:

• Researchers: Individuals intending to conduct research within the camps.
• Journalists: Both local and international journalists planning to visit refugee camps need to acquire the necessary authorization.
• Film-makers: This applies to filming companies and individuals who wish to film in these areas.
• Refugee Visitors: Refugees seeking permission to travel into or out of any refugee camp must also obtain the permit.
• Other Visitors: Any other individuals not covered by the above categories must ensure they have the appropriate permits before visiting.

When planning a visit to refugee camps, it is important to understand the specific documentation required based on your visitor category.

Below are the necessary permits and documents for different types of visitors:

1. Researchers
• Obtain a research permit from National Commission for Science Technology and Innovation (NACOSTI) .
• Submit an official request letter addressed to the Commissioner for Refugee Affairs, specifying permission to visit the specific refugee camp.
• Clearly state the purpose of your visit, along with dates and duration in the letter.
• Attach copies of passports or identification cards for all individuals traveling.
2. Journalists 
   
• Acquire accreditation from the Media Council of Kenya (MCK).
• Provide copies of passports or identification cards for all travelers.
• Submit an official request letter addressed to the Commissioner for Refugee Affairs, indicating permission to visit the specific camp you wish to access.
• Clearly state the purpose, dates, and period of your visit in the letter.
3. Filmmakers
• Attach a copy of a Filming Permit from the  Kenya Films and Classification Board (KFCB).
• Include copies of passports or identification cards for all travelers.
• Send an official request letter addressed to the Commissioner for Refugee Affairs requesting access specific camp you wish to visit.
• Specify clearly in writing your purpose, dates, and duration of stay.
4. Refugee Visitors
1. Any refugee wishing to travel must obtain a Movement Pass from their respective camp manager or DRS offices.

Note: Visitors are not allowed to conduct screening activities, including research, interviews, filming, or photography within any part of these camps without first obtaining prior authorization.

All necessary approval procedures must be fully completed before proceeding beyond the initial entry points..

1. Submit a Formal Email Request to the Commissioner for Refugee Affairs : Write an official letter addressed to the Commissioner for Refugee Affairs, stating your purpose of visit, dates of intended visit, and the specific camp you wish to access.
2. Attach all Supporting Documentation: Ensure that you attach scanned copies of the following documents in PDF format:
• Your signed official letter,
• Any relevant permits (if applicable), and
• Passports or IDs.
3. Submit the Application to Department of Refugee Services (DRS)
• Email Submission: You can send your application via email to refugeeaffairs@interior.go.ke.
• Office Location :Alternatively,you can submit your application to the DRS office in Nairobi.
• Follow Up Purposes : For follow-up purposes, consider sending a copy to snyale.dra@gmail.com as well.

Please note that if you choose to apply via email, it is essential that all documents are signed and scanned in PDF format. 

1. It is recommended to submit your application early to ensure timely processing.
2. Avoid booking any flights until you have secured your permit.
3. If you apply via email, be prepared to present the original documents used in your application at the DRS Head Office, located at Corporate Place Upper Hill Nairobi, when collecting your permit.

When planning a visit to a refugee camp, there are several important aspects to consider for a safe and respectful experience.

• Travelling Visas: Ensure you have the necessary visa for entry into Kenya, as neither the Department for Refugee Services nor NGOs assist with this process. Make arrangements prior to your departure.
• Security: The Dadaab area in Northern Kenya is classified at Security Level 4, indicating substantial threat levels. Movement is restricted from 6 PM to 6 AM within the UN compound, and travel within camps requires police escorts. Visitors are encouraged to attend security briefings upon arrival.
• Traveling to Camps: It is recommended to fly rather than drive due to security concerns. If traveling by road, coordinate with the Department of Refugee Services for security escorts.
• Accommodation and Meals: Accommodation is available at UNHCR guest houses. Consider bringing snacks or purchasing them in Nairobi before heading out, as options may be limited upon arrival.
• Electricity: While electricity is generally available through diesel generators at compounds and field offices, power cuts can occur. Journalists should charge equipment when possible.  
• Money: Due to movement restrictions in Dadaab town, carry sufficient cash (Kenyan Shillings) or use M-Pesa services available on-site for financial transactions. 
• Weather Patterns: Be prepared for varying weather conditions; November-December sees short rains while January-March can be extremely hot with temperatures reaching up to 50°C. Sunscreen and hats are advisable.
• Language Interpreters: Request interpreters well in advance if needed; availability may be limited due to operational constraints.
• Health Insurance or Medical Kit: Bring your medical kit and ensure your health insurance covers emergencies during your stay since local medical facilities are primarily for refugees.
• Internet Access: Internet access isn't guaranteed; consider bringing a modem loaded with data bundles from Nairobi if connectivity is essential.
• Compound and Camp Safety: Be cautious of wildlife such as snakes and scorpions around campsites—appropriate footwear and carrying a torch at night are recommended precautions.

Obtaining the permit in Kenya does not incur any fees, as it is free of charge.

The processing time for the permit is at least 5 working days, so it is advisable to apply well in advance to ensure timely receipt.
